gas tries to splash out of the gas tank when trying to fill
 
i am thinking it is the charcoal canister or a clogged fuel filler neck so just need to clarify with everyone else before i jump to conclusions

It sounds like a bad filler neck not clogged I could be wrong but I believe it has something to do with vapor over flow if I'm calling it by the right name

bad tank vent.
i solved this problem with my 88 diesel by putting a piece of 6X6 in the bed. when i go to fuel up, i drive the driver side wheel up on the 6X6 and fuel up at full nozzle speed.
in the truck is not on the 6X6 it will not take any fuel.
