I have an 86' bronco with the 351W and edelbrock 1406 4 barrel carb, ive been having problems with it acting like its not getting or getting too much fuel and wanting to die and it has died.. I've replaced the fuel pump and everything so my next plan is rebuild the carb, my question is what jets and everything should I use for phoenix az elevation?

Your best bet is to start with stock jetting and then adjust slowly from there. The stock setting is how Edelbrock designed it and It gives you a starting point as well. Otherwise, if it's out of adjustment, you're just guessing.
Change one thing at a time and take notes of how it affects the performance. If it's better, adjust more. If it's worse, adjust back.

The worst way to tune a carb is to make a bunch of (un)educated guesses as to what a starting point should be and start there. Been there, done that. It generally doesn't work.

Otherwise, Phoenix is only 1000 feet above sea level, so you probably don't need to make any adjustments. It's usually for every 2000 feet that you adjust jet sizes.
