Removing a block heater from a flathead?
 

My truck has what appears to be an old block heater. I want to get rid of it. Is this as simple as unscrewing this, getting a new head bolt and torquing it down? Do I need to do anything else?

As you suspect, just remove it and put in a head bolt.
