How to bypass throttle governor 7.0/429

unable to find available parts to replace the throttle governor on a 1995 F700 with 7.0/429 big block engine... how can I bypass this governor so we can use the truck..

Assuming it is EFI, it is controlled by the PCM. Unless there is a mechanical stop on the throttle body, everything is controlled by the computer.
