That is a dash mounted prism that was common on 50 vintage cars with sun screens. It actually bends the light so if you look into it you can see the high mounted signal lights that you can't see from where you are sitting because they are blocked by the visor (or like Tard at 6'4" anyway because the top of the windshield cuts off your view if you are sitting high up!) I have mine mounted in the defrost nozel hole on the dash! It's perfectly centered on the steering wheel! Works great! Heck there is only 1 red light in my home town and its at a 3 way. LOL

Yeah, but look at it this way. When alien beings come down and look at you through the windshield of your truck from above, you will look twice as big through the prism and they will leave you alone.
