Timing chain / ignition timing / emissions

My truck: 75 F250 460, AT

Question: If I install this timing chain set - Cloyes 9-1122 Cloyes Street True Roller Timing Chain Sets - and I set it to "0", am I still able to retard the timing (or advance if needed) at the distributor to pass emissions?

In Oregon, DEQ requirements are for vehicles from 75 thru current year. :-X09

The timing chain effects cam timing. Ignition timing will still be adjustable. Whether you will still be able to pass emissions testing depends on how your state tests. Because changing cam timing will effect emissions.
