5.4 L valve stem seals

My question is do I have to remove the overhead cams to replace the valve stem seals of my 5.4L v8 engine. I do know the seal is made into the lower valve spring washer. I`m old and tight but have a lot of patience. Can anyone help? thanks!

You can, this tool will be needed to unload the springs.

OTC makes it but I see them all the time on ebay motors. New ones are about $120.
