How to change fromt licence plate holder

2000 Ford F150. How to replace Front Licence Plate Holder? The two top plastic tabs are broken. Bought a new one from Ford, Couldn't be that hard to replace???? The two top tabs are secured with what looks like a flattened round head bolt,up from the bottom, but no head recess for screwdriver. You can feel the other end by reaching back over the bumper, but it doesn't seem like a thread, more like an expanded rivet. Not enough room to get in to try to drill it out. What is the way to accomplish this task without a major disassembly of the grille/bumper?

On my '98 I wanted to go the other way & remove the "Front Licence Plate Holder" since FL has only a rear tag & I thought it would look better w/o it.

It looked liked it would require "major dissassembly" to get at the bottom 2 fasteners. So I just ripped the "Holder" out, breaking the plastic tabs & leaving the buried fasteners in place.

The bottom ones are plastic push pins, unfortunately, the top ones aren't. They have rusted steel heads.

Assuming you need a front plate ive found telephone wire works for about 3 years. After that gave up i used some heavier wire and still have my plate shining bright.

of course now it is time to trade in or sell so hopefully someone may have a better idea.

Things might easily have changed by '00, but the "top ones" on my '98 were no problem at all.

"The bottom ones" on my '98 are NOT "plastic push pins" they're steel 'Pop' rivets. These would've required drilling out or chiseling/grinding off, after gaining access by removing the plastic airdam below the chrome bumper.

Talking

I like a cutting torch for this one, and then weld studs to the bumper to make it easier in the future. Or you could weld up a new holder out of old bed frames and hang it with bailing wire... but then again zippy ties seem to be the bailing wire of the new millenium....
