Question HELP!! Injectors are not opening

I am currently in the process of doing a efi convertion to my 86 f150. i put another 4.9 in it and the wiring harness and computer is from a 88. However i do not know if it all worked becuase it was from a junkyard. So far i have spark and the correct fuel pressure, but the fuel is not geting into the motor. I pulled off the 1st injector plug and put a voltage tester to it. I am only geting 6.6 volts to the injector, but that might be normal becuse it is on a series. But i think my big issue is that im geting 6.6 volts form both wires!? From my understanding it sould be geting a pulsating ground form the computer. So my question is what is the proper amount of volts the injectors should be recieving, and what could the problem be that i am not geting a ground form my computer to my injector???
Thnaks alot

Did you run a seperate ground from the computer to the negative battery clamp or post?

no i ran my only two grounds to my firewall. i also found that the tan and lt green wire going to my fuel pump relay is hot and that is also suposed to be a ground. that wire runs to the FS pin #22 on the eec, if that helps

You really need to check the injector wires with a noid light. (about $10 @ your local auto parts store) A meter will not react properly to the quick pulses. It should have voltage to one side and the ECM will prvide a ground.
