Does this sound like a bad pulley bearing?

Started the car up today and got a new sound I haven't heard before.

It's a kind of scratching / squawking.

Took the serpentine belt off this morning and ran the engine. No noise. The tensioner pulley wheel feels very dry and crispy. Ordered a kit to replace the belt, idler and tensioner.
