Stainless Steel Fender Bolt Kits for 57-60

Has any found any Stainless Steel Fender Bolt Kits for 57-60. I can't find them anywhere. Also I was thing of just going and buy just Stainless steel bolts and washer/nuts. But when I took my fenders off I noticed two different size. Now is that correct, or is there a correct size. Looks like both sizes will work. Any thoughts.

They should all be 5/16
