as forty niner says, with the seat out you can get yourself under the dash and change out the bulbs and add voltage drops without removing the cluster (unless you want to remove the cluster anyway, thin, maybe 3? bolts / nuts holding it in?). ross's search instructions will help you find some options for voltage drops including junk yard piece or home made devices that can drop the voltage for all the gauges in one shot.
I did it all and have dash lights now, but the fuel gauge doesn't work still. Are there replacements? I wonder if the higher voltage damaged it over the years.
