Here is where I am at. I got the removal tool from advanced auto and it had the install tool too. Thanks Festus for your help but I was hoping to adjust this post before I got an answer. But I appreciate the effort.

Now I put a little oil inside and outside of the balancer to lube the rubber seal and to help slide on the crankshaft. It went on real easy until this point. Now it is really hard to turn using most of my might. How do I know when it is on completely?

How do I know when this is on far enough? It is really hard to turn and it looks like it isn't in all the way yet.

The top 2 pics look pretty good. dble check to see how the pulleys line up.

The keyway is aligned up. I felt that in the beginning while turning the balancer until it went in the groove. I will try to align the belts tomorrow and see.

If you look at the bottom picture, you can see where the old seal ran against the damper. If you estimate the new seal is in the same spot, then you are done.

And when you put the rest of it together, if the belts don't line up, then that is a clue it's not far enough in also.

Maybe clean the shaft with some emery cloth and put a little lube on it too.
