One of Ford's better ideas that is really better, the above is exactly right. They are there for your use.
My old '99 had them too as well as my current truck. They are labeled "customer access wires". They come out in the cab down by the PCM and parking brake.

They're cut off inside the cab too. The idea is you hook a wire up to one on the inside for whatever you're wanting, then run a wire from the one under the hood to the battery or whatever else you want to feed so you don't have to drill any holes in the firewall.
Ford gave F-series SuperDuty drivers a way of getting four signals from one side of the firewall to the other without punching additional holes. They are indeed 14 gauge.
E-series have only two, and they're 12-gauge wires.
