I did not hear mine chirp like the video, but the boost does drop off dramatically. I did not keep trying to build boost when it happened though. Turbo surge is caused by the boost being forced back through the intake side of the turbo, isn't it?
I think that is more turbo flutter which is more on a 6.0 with an aftermarket air intake. On the 7.3 it is because the compressor wheel stalls out.
That loss of boost is probably the PCM de-fueling when it sees about 22-24 PSI of boost.
I would question this since it happens at about 18 PSI if I move into it slowly instead of WOT. Does the PCM de-fuel fast enough to bring the boost down to 4 or 5 in the blink of an eye?

Sounds to me like you have a boost leak, a boot that is not fully clamped... There is no way your boost should go from 18 to 4-5 without you lifting the throttle or the truck shifting.

So is that turbo flutter a bad thing? need to install a different wheel?
mine does that ever since i installed the 6637 open filter and such. or atleast thats when i heard it clearly.
