Probably easier to spray them on the truck, but much better to do it off the truck (plus this will allow you to lay them flat to prevent runs for less experienced painters).
All you will need is a piece of fishing line and some 3M two sided tape. Use the fishing line as a cheese cutter and "floss" the emblem lengthwise. This will cut the foam tape that binds it to the truck. Then, remove the rest of the adhesive with a heat gun or adhesive remover. Do the same for the badge, being careful not to overheat either the badge or the truck. Then, scuff the emblem with 180g sand paper, then 220, then 320. Apply a good adhesion promoter and paint. Then, using the two sided tape, reinstall the emblems.
