Just for the record, before I installed the new valve I was able to take my air compressor and blow air through the front/rear inlets, and air came out of the outlets just as dynamic mentioned. I also never messed with the bleeder pin that everybody has been talking about, I bled both the front/rear without using the bleeder pin.

Thanks for all of the help!
As I stated, All you had to do is pull the pin, it would have re-seated\centered the ball to the center. If your front\rear line blows again, are you going to purchase another PPV that has the ball already centered?

Ford actually had a specific tool for that very purpose called a "metering valve bleeder" tool #J-22742

While this usually works, it didnt work for me. I tried everything with my valve. The only thing that worked was replacing the valve.

Riderman, I did try to pull the pin on both valves, and it didn't do anything as far as I could tell. I pulled out the pin on both and used vicegrips to hold it out, and nothing. Somebody else stated that they thought that the pin should be pushed IN, which I also tried and no luck. The Haynes manual says to have somebody slowly push on the brakes (with all bleeders closed) to re-seat and center the ball, but that did not work on either valve that I tried.

Here is the story on the bleeder rod, which should be used where applicable:
