Wires by E-Brake???

Wires by E-Brake???
OK...got to digging and found the pass thru wires....and I found another bundle with 8 or so wires...4 I know are for PTO stuff or at least thats what the writing says, all PTO something...and there is 4 more:
Lt Grn/White: CTO
Wh/Orane: VS Out
Red/White: Neutral
Lt Grn/Red: Park
I am assuming that the neutral & park are negative out signals for those indicators being in those positions, N & P???
What is VS Out and CTO??
Also...I would like to hook up the high idle feature BUT is it equipped on the gas engines? Mine is an 06 with the 5.4.....sometimes sitting on the side of the road with lights running it would be nice to have it idle up....
I have searched and searched to look for info on these wires and couldn't find it. Found plenty on the upfitter stuff but not these...
