Hi and welcome to FTE.
If I could write all the knowledge in one setting ...I would just say to order a 55 c600 parts or repair manual.
I have several for big trucks and f600s......that will tell you most of what you need to know.
Also will have pics of the carb and details of parts in it.....good luck AND welcome!

List 818 probably means you have a Holley carburetor model 1901-FFG, Holley part number R-818-A. That unit was used on the 256 engine 1954-55. The 292 engine was produced as early as 55 and used in T-birds, Mercs, and police cars. First available in Ford trucks in 58. Likely you have a transplant engine with the original intake manifold and carb.

If the truck is a 1955, and the engine and carb is original, it's not a 292......but who know what changes have been made in the last 50+ years!!!
You probably have a 239 or 256. To determine for sure, go HERE and find your block ID.
Since you mention a gov, The carb could be a "teapot" and you may have a Load-O-Matic distributor.
I had the same thing on my original 239 that came out of my 55 F-600.
You might have an easier time getting it to run well by removing the dist and carb and getting a later model vac/mech advance dist.
I used a dist from a newer 272/292. You will have to ensure that you use the gear and oil pump drive shaft from the older one though if your current dist has 13 teeth on it instead of 14. Surprisingly, my 239 was already modified witha 14 tooth compatible camshaft and hex drive oil pump.
I have a 292 ready to go into my 55 now.... (pics in the gallery)

thank you all for your answers. I feel a bit foolish, stating that the engine is a 292, I do not know that for sure, I assumed. ....Anyway, I will find out for sure what engine I have when it warms up and I can work on it again. I was told by the previous owner that the engine had been rebuilt, bored, and a complete overhaul done. The engine overheated after running about 3000 miles (hauling wheat), and did not run right after that, then it sit outside since 2005. There is water in the crankcase, so I am taking the heads off and will see what I find. In 1962 I was on a custom harvest crew that had 2 1956 cabover trucks with v8's. We blew one up in North Dokata, and replaced it with a 312, bored out and like new, that truck could really go, for that time and place. We did the mechanic work in the parking lot of a cafe along side the main highway, never forget it. I intend to get this truck running and use it here on the ranch, hauling feed, hay and grain, and listening to that v8 with dual glasspacks. Again thanks for any help, I'll let you know how I progress.
