Accessory Power Up Delay

Accessory Power Up Delay
Occasionally when I start my accessories are delayed in powering up. Anywhere from 15-30 seconds. I read somewhere about a built in delay but my search didn't reveal anything. Anybody point me in the right direction? Thanks.

Most notably the radio and power windows. It started this summer when I'd get in and start it then try the windows they wouldn't go. Then some time would pass and the radio would come on and the windows would work. I haven't tried any other accessories to know if there are more.
