IAC on my 4.0

Anyone ever had an IAC that continues to hang up even after cleaning?

I used P.B. Blaster and let it soak for a couple of hours the rinsed it with Brakleen then lubed it with WD-40.

It has been a long time since I have cleaned one, but I think I used purple cleaner. The PB Blaster is just as good, but I', not sure about the brake cleaner and WD-40. I think I used alcohol as a final clean and let it air dry. Never had it stick after cleaning.
The only thing I can think of is checking the manifold pressure to see if it is high enough to work the valve.

I will try rinsing it with the Brakleen, as it leaves no residue and skip the WD-40.
