'89 F250 No Fuel Problem

Hey guys,

My dad has an '89 F250 with a 460 engine and 120K miles. It isn't used very often and today I tried to drive it after it sat for about a month. It cranked but did not start. When first turning the key, I could not hear the fuel pumps start like normal. I'm suspecting its the fuel pump relay. Can anyone tell me where it is? There are several relays on the driver's side under the hood but none of them have a pink and black wire going to them like the manual says they should have. Also, the manual references a "test plug" to test the relay by grounding a connector. Is that plug with the relay? Any other ideas on what to check?
