First the seatbelt harness needs to come off, then the panel pulls right off. The seatbelt takes a large torx bit...size 45 comes to mind, but you better check.
There may be a plastic cover for the seatbelt that pulls off to get to the torx bolt. A couple of short, quick tugs from the panel, top down, and it'll come loose. It snaps back into place when you're done.
