08 expedition no high beams
I've had hid's in this truck for a few years multiple sets. Just the other day the high beam quit. So here's the scenario. Both hids are connected via a harness to the passenger side only for control. How it works is when the hi beam or flash to pass is triggered, the hid harness activats the electromagnetic bulb to alter its angle.
What's happening is when either hb or ftp is activated, there is no hb current or signal so the bulbs go out and don't toggle position either.
First thing I did was check the hid harness and relay and swapped it out however that wasn't the problem (and it never has been in the past). So I thought it wasn't getting power so I checked the fuses in the passenger side kick panel (#23) and its good and has power. When I select hb or ftp the blue indicator on the dash works and i can hear relay #48 activating and have also swapped it out with a new one and no difference. Both function the same so the relay is good. What's next to check and how?

I did 2 more tests, again I went back to the passenger side connector at the headlight and confirmed the hb wire had a very low voltage (like 1volt) when energized. I went to the drivers side and probed the unsused hb wire and it functions so im going to run a leg to the passengers side off it.
However I really want to find the fault in the passenger side wire. I just don't know the path it follows back. To the fuse panel
