take the plug out of the passenger front and put your thumb over the spark plug hole. have somone crank the engine in short bursts until the compression pushes your thumb out of the way check your timing marks, adjust your distributor to #1. its as close as youll get without a timing light

did you replace the cap and rotor? i was under the impression that you bought a new one. it could have something to do with you putting the used crown vic icm in there. its probably the same part but thats something you want to check beforehand. autozone can test it and they sell one for like $30 and they have the nutdriver that fits in the holes its called a "ford ignition control module tool" they let me use it in the store last time- dont forget the grease. (next time use a sharpie to mark were everything is and you dont have to adjust the timing afterwards.)

Pull your PCV valve out with engine idling and make sure you have good vacuum there, I have seen several Windsors with the PCV vacuum port plugged up with carbon.
