there are 2 large yellow fuse links, just one a fuel pump relay

there are 2 large yellow wires that are fuse links and 1 small, at the f/p relay there is 1 yellow with power and a large red one with power

As I said above you may have a bad wire from the fuse link to the relay.
You may also have bad wires under the socket for the relays, very common.

The RED one comes from the EEC Power relay and powers the coil of the fuel pump relay, the computer, the injectors and all of the solenoids except the starter solenoid.

ok so if i have power o both the red and yellow at the relay what wire is bad?

Ground pin #6 at the EEC Self-Test Connector under the hood and turn on the key.
Does the fuel pump relay click when you ground pin #6 with the key on?
Do the Fuel pumps run all the the time the key is on with this pin grounded?

Ok when i ground pin #7 the relay clicks, but the fuel pump is not running

With pin#6 grounded and the key on with the fuel pump relay picked (made, on) do you have power at the Inertia fuel cutoff switch?

There should be a brown wire leaving the fuel pump relay, do you have power there with pin #6 grounded and the key on with the fuel pump relay picked (made, on)?
