I would check to see if you got all the silicone off the connection. If you did not it will not make a connection. Also double check that you secured it on the engine side.
You need to check and make sure you didn't install the cord 180* out. This happens more often then you would think. Also, check DP's website for the no start instructions.
I would say make sure that all of the silicone is cleaned off of the terminal leads on the PCM board, but not scraped so much that the copper is showing. Also make sure that the chip and the cable are completely seated. If it is anything more, someone else will be along to help shortly. Best of luck to ya!
