Shutoff problems

What causes a F250 powerstroke diesel to keep running when ignition switch is turned off?

Welcome to FTE. I'd guess a faulty ignition switch. Or possibly a bad GEM / VSM

New ignition switch installed still not shutting off. Have to remove Powertrain EEC Relay #302 to get it to shut off and with it removed it will start and shut down!

What year is your truck? The relays got moved around in different years, so we kind of need to know what relay #302 is so we can go from there.

So you can still start the truck if you pull relay #302 (powertrain)? That's not supposed to happen, but it may provide a clue.

Yes it will start and run with the powertrain relay #302 out . Any guesses?

I would start by looking for a couple of wires that are shorted together. If the truck runs with the relay out then power is being bypassed on the relay portion .
