my truck starting stuttering when i give it gas so i decided to start by changing the fuel filter. i pulled the passenger kickplate off to get to the fuel shut off switch and it was already compressed? Is this normal?

 

Yes. When it shuts off the fuel pump it'll raise up. Smack it smartly with a screwdriver handle or something and you'll hear it click and the button will rise. To reset, you just push it down.
