1999 F-350 7.3 Powerstroke No Start
I recently parked my f-350 dually on a 15degree slope during a rainy period about 2 months ago. I went in recently to start it and it would'nt start. I replaced the two batteries in my attempt. I turn on the key in the on position, wait for the "Wait for Start" light to turn off, then it cranks really fast , then slows down and it won't start. Tried to take off the fuel filter but is there a special tool to take the cover off. It started real fine prior to this. Also I put in 5 gallons of diesel . I need the help!!

Welcome to FTE. If you've done a bunch of cranking trying to get it started with the new batteries, go ahead and put them on a charger. It won't help to fix your problem if your batteries are dead.
Have you checked all your fuses to make sure one isn't blown? Engine oil full? How full or empty is the tank? Are you nose up, nose down, or sideways on the slope? Have you checked the oil level in the HPOP reservoir?
You can make do without any special tools to get the filter off. Either an oil filter or strap wrench will work to loosen the cap. You can also use the spoke shape of the cap to stick the handles of a pair of pliers in. Then while holding the pliers, use a screwdriver in the jaws to apply the twisting force to unscrew it. I've even done this with 3 screwdrivers. You just need an "H--" shape design to give you some leverage.

Opened the water separator yesterday and turned on the key, fuel comes out , ran it for 25 seconds according to the manual.When we parked it it was 50 degrees. Now it is 78 degrees. When I crank it smokes comes out of the exhaust. Did not check the Glow Plug Relay? Did not have internet access where my truck was so I wasn't able to check this option??

What color smoke is coming out the tailpipe while cranking? Smoke means the injectors are tying to fire. HPOP oil level sounds fine, fuel pressure sounds like it should be enough to at least start the truck. The wait to start light does go off after a few seconds right?
Try unplugging your ICP sensor and see if that helps get it started. It's on the front inboard side of the drivers side head.
A scanner that could monitor live data would be useful here, so you might post your city & state to see if there is a local member who lives close by that can scan the truck for you. Until then, we'll just keep taking stabs at the simple things first to se if we can get this started.

You can also check the tin nut on the back of the IPR and the wiring going to the IPR to make sure you don't have brittle insulation on those wires.
Also inspect the thick wiring harness going over the drivers side valve cover. Make sure those wires haven't been rubbing on the valve cover and are causing a short.

Black Smoke is coming out of the exhaust. City is Hilo, hawaii 96720. Put the ignition in the On position" Wait to Start Goes on" then turns off after a few seconds. I am going to buy new air filter and fuel filter and New GPR relay. The truck is located 20 miles from the nearest parts store so I am trying to use the process of elimination.Dash lights function properly. Also can the scanner be purchased from like Checkers Auto and what type is it, if not I will buy it online.

No, most of the scanners available at the local auto parts stores won't read codes on these trucks. You need something enhanced like this AutoEnginuity PC Scan Tool (USB) if you have a laptop.
Don't waste your money on a GPR just yet. If you think that's what it is, just hold a screwdriver across the 2 large posts on the GPR (it will spark, then the screwdriver will get hot, that's normal). Hold it there for 20 or 30 seconds then try to start the truck.
That trick will bypass the GPR, so you don't have to throw money at parts.

At 78 degrees you don't need the glow plugs to start the truck. With black smoke coming out the exhaust, something is getting into the combustion chambers. Even if the filters are plugged, it should at least fire a little. Is it possible the fuel bled down from the fuel lines after sitting for a couple months parked on a hill nose up?
