When you turn the key switch to "on" you should have a "Wait to Start" light come on. How long does that stay on? It should be on for around 10secs. After it goes out you should hear a relay clicking. It is then time to try to start the truck.
If the WTS light only stays on fo a few seconds then you probably need new glowplugs.
Also there is a super page on here just for your type of diesel engine. If you scroll down the main forum page from here you will come to the Diesel Section. Then look for the Pre- Power Stroke page and post any diesel questions there. Great guys on there who will be able to give you more help. Good luck.

Check the bulb. Do you hear the relay clicking a few seconds after you switch the key to ON and before you start it?

First thing to do is test all the glowplugs and replace any that are bad. Even one bad plug will reduce the time the plugs will be on. You can check them with a multimeter set to resistance. Pull the wire off and check that you a reading between the wire connector and ground. Replace any that are bad. Replace ONLY with Motorcraft or Beru plugs, nothing else.
For testing the relay and controller you will have to go to the Pre-Power Stroke diesel page and get the information there. However if you can hear the relay clicking it should be OK.
I would think your problem is bad glowplugs.

With two glowplugs out the others will only stay on for a few seconds. You need to fit two new plugs. Then they should stay on for about 10 seconds before you hear the relay clicking a few times if you don`t start it righ away.
Replace the two bad plugs and only use Motorcraft or Beru plugs.

OK, I thought you meant that 2 plugs were bad.
Try this, pull a wire off one of the glowplugs and connect one wire of your test light to ground and the other to the glowplug wire. Switch the ign key to ON and see if the test light comes on and if so, for how long.

Good idea. Make sure you use a push button switch so that it can not be left ON by mistake.
If you go to the diesel page and do a search you should find a wiring diagram for a switch or ask on that page and I am sure someone will post a diagram for you.
Once you get this problem fixed you will love the truck.
