What is this springy wire headliner thing?

I've seen this before in other pics, and here it is again. Does anyone know the origin of this springy wire headliner thing? Is it factory? What is it actually meant to do?

It's a hat holder. Stick your cowboy hat in it upside down.

Yep, hat-holder. In this case it appears to be the only thing holding the headliner up.

FYI that style of hat holder will flatten out any steamed "styling" you have on the brim of your cowboy hat...But its a great way to hold a hard hat. Even a Cowboy hat style hard hat. And no not a factory option.
