Spray some PB blaster on the threads and let it soak a bit. Then clamp the rod down to hold it in place as you tighten the other end.

No drilling needed, just do as Curtis said. You might have to also work it back and forth a little bit to get it to break free.

So with it fully tightened you can't pull more than 12 psi? If so you have a boost leak somewhere. Do you have gauges?

remember that the waste gate has three (well, four) forces on it;
-the spring vs. computer conrolled boost pressure in the actuator itself
-turbine side exhaust pressure on the wastegate door
-exhaust down pipe pressure on the other side of the wastegate door

the waste gate wont open at a set boost level like some do

tightening the rod will increase the spring pressure and keep the door closed a little longer, or a little more closed, or both, or neither if the puter wants it open.

Absolutely. It's also costing you in fuel mileage. I'd get them fixed ASAP.
Without gauges, how do you know your only hitting 12 psi?

Where are you getting this 12psi from? Tightening the rod down could cause it to start opening at a variety of pressures depending on how tight you go. How do you know the wastegate isn't opening? You can't hear it when it does.

You won't be able to hear it open... it doesn't make any sound. If you heard a big "whoosh" sound that is the EBPV, not the wastegate.
