fuel pump stays on

I 've been working on this truck for about 2 weeks I have a 92 F 150 str. 6 it lope s and idlesorugh blows black smoke fuel pump stays on I have 60 psi fuel press I 've changed fuel reg map sensor fuel filter removed fuel rail cleaned it and all inj. flushed fuel lines tried to do self test but can't get it to show anything auto part store says they don't have a code reader for this truck check engine light is on

If im not mistaken,the truck you have is OBDI which means you can read the codes via the check engine light. Im not sure of which two terminals on the port to cross,but If memory serves its pin 3 and ground.
60 PSI sounds kinda high,but may be close to correct.
Im thinking fuel pressure regulator...definately sounds like your running rich.I know this isnt a good answer,but may get you in the right direction

I truly appreciette your help, but the test I tried was through the eng. lite,according to haynes repair 55 to 60 psi is supposed to be right,and I've changed the fuel reg. If you or anyone canthink of anything to try please let me know. Again I thank you It all started when I swapped over tanks ,it died and never started again , unless I spray gas in the air intake

Something you might want to check is Fuel Selector valve, its located on frame about mide way back drivers side. When valve switches tanks, it switches both the fuel supply and fuel return lines to tank selected.. If this two function valve failed internal it may be partially blocking fuel return side. Had a similar problem 1990 Ford Van.
