when its cold out, say below -10c and i start the truck up i have alomost no throttle input once in gear for a brief while. im hopping that this is a protection feature built in the truck and not a sign of a problem. after a few seconds, say 15 or so, the truck has fine input and once i get going there are no other problems. my last psd a 96 didnt do this, or i dont remember it.

Got to give it a few minutes to get up some heat. Diesel don't burn well if it's too cold. Plug it up if you need to leave right away. Let it warm up for a few minutes and cycle the glow plugs a couple of times will also help. 5w40 syn oil will also help.
its not a run problem, i dont think. i have throttle response when in p but when i go to drive away the throttle is heavly restricted. its almost like the trans has a limit feature when first engaged. does this make any sense?

Mine as do that a time or two.
I just let it warm up a little longer and all was good.

Yes it makes sence.
When i first start my truck that has not been plugged in and it is very cold outside, say 0 to 10 degrees, I don't have no pedal until she warms up.
