So for the first time they are mandating a retrofit of emissions control systems that did not previously exist on these older engines, and is not even available or viable for these engines.
Exactly how is that possible? Oh wait, its California. They make up laws as they go with total disregard to common sense.

Are they making the claim that diesel fumes account for, in California, 48-billion to 69-billion in health 'damages'?
I'd like to see the study THOSE geniuses did on that. Pretty lofty claim. And more B.S. from legislators and bureaucrats in a State doing it's damndest to destroy itself......

Well look on the bright side... because of Federal Interstate commerce laws, California won't be able to stop people from coming in from other states who don't meet these new requirements.
