I have 31" tires on my "86 4x2 and I want to know the best way to raise my truck or just have rigid shocks installed

Where on the truck are they rubbing? inner fender?, radius arm? Shocks are generally not used to "lift" a vehicle.
You may need a leveling kit for your application.
Depending on your wheels, they could be the problem also, due to offset and width.
