but really about your tailpipe I have a 93 f-150 that I just bought that has a muffler ,cutouts, no cats and a biult all to hell 302. I just got it inspected and had no issues. I guess it all depends on who you take it to. the big chain shops will probably fail you for sure I always use "the little man" if you know what I mean 
of coarse you could just move to south carolina I don't think they even do vehicle inspections
