Possible causes for front brakes to "hold" are caliper sliders are sticking (need cleaned and greased), caliper pistons are sticking (can be caused by torn rubber boots letting in water and dirt, need to be freed up) or defective front flexi brake hoses not allowing fluid to return to master cylinder. Hope this helps. After driving feel each wheel to see how hot they are, a problem brake will generate much more heat.

If you mean that the first time you apply the brakes that the front brakes lock up then it is probably just some rust on the brake disc. If it is just rust then when you apply the brakes it will have more than normal friction until you rub the rust off. I notice this after a rain on my truck (92 f150 2wd). One or two stop signs and then problem goes away.

Have same prob on my 93. When raining or wet, the first and sometimes second application of brakes lock up the front.
Not sure why, other than moisture related, but it has done this since the truck was new and it has had many new pads installed.
After 15 years of this, I have learned to accomodate this problem by lightly touch the brake a few times while heading out the driveway.
A few years ago, I moved somewhere where it doesn't rain much and problem mostly solved.
