Questions on F250

I just bought a black 1994 f250 HD 351 automatic 4x4 Lariat with 33,000 miles mainly to plow my driveway but would like to keep her looking nice as well.

She has a leak coming from the 19 gallon side mounted fuel tank or possibly a fuel line. I've heard these tanks can rust and need replacement. Has anyone replaced one of these? How difficult is it and how much would it cost to have it done? A friend of mine who is an auto mechanic and appraiser told me to just use the fuel up in that tank and switch to the rear tank but I think I‘d like to find out the problem and get it repaired.

I’m also wire brushing much of the chassis and plan on spray painting it. Noticed the trans member appears to be fairly well rotting away, and probably needs replacement. Not sure how hard that is to replace or how expensive to get done. I picked up something called Klean Strip Rust Converter in a spray can. Does anyone know if that stuff is any good?

Also noticing that the Anti freeze over flow container keeps going down and it‘s just parked in my driveway since I don’t have it registered yet and I haven‘t seen any leaks coming from the radiator area. Is that normal on these trucks?
