I really need help guys!!

I really got a problem here with this truck of mine .... about two weeks ago I changed the IPR Injector pressure control valve ..... while changing it I had to remove the fuel regulator from the side of the fuel filter bowl to access the valve ..... I accidently broke the orrifice vent valve that vents air from the fuel bowl .......... I had to order it through a ford dealer who didnt have it in stock and when I finally got the part I installed it and now I got a no start problem ...... The truck was running ok before I changed these parts although I suspected it needed the IPR changed ..... and so somewhere along the way in changing these parts out I did something wrong and now the bloody truck wont start
So far I have changed the CPS sensor, recharged the batteries fully, changed the IPR back to the original valve that I took out, rechecked the orrifice vent for proper installation and yes I didnt forget the little check ball. Purged air from the fuel regulator, checked the oil level in the HPOP and top it off to half inch below the top of hole..... read DTC's and got only P0476 which I always get that code since I disconnected the wire to the butterfly control on the turbo, but bno other code....... What am I doing wrong ???
HELP!!!

1995 F250 PSD 7.3 ltr turbo

Does the wait to start light come on when you turned on the key? If not my hunch is that in the process of fixing your truck the fuel heater shorted out (movement from the FPR repair) and blew the #22 fuse.

I am very new here but have done lots of research on PSD's in the past 2 weeks, but for what it is worth have you checked your fuel pressure? Are you sure you are getting flow thru the filter canister? Is the ball in top of the down pipe the filter fits around getting pushed in properly?

Im not quite sure what you mean ......... I have actually cranked the engine with the fuel filter bowl open to check for incoming fuel.... and while cranking the bowl fills slowly with fuel ..... "ball in top of downpipe" ?? please explain futher.

I read somewhere( and have been looking for the article but can't find it now) that the fuel filter must be in place before the engine will start. There is a pipe in the center of the fuel filter canister that the fuel filter fits down over, in the top of that pipe I believe there is a small check ball that the filter somehow depresses and alows fuel flow. It may have been an article on the 6.0 I was reading but I believe it was the 7.3 PSD.Sorry if I am confusing you but just trying to help.

that is correct info. I would replace the filter and cap and test fuel pressure at the test port. Also can you scan for live data? watch IPR % and ICP PSI. tell us what you see. Verify oil level in crankcase and HPOP again to be sure.

OK guys ..... today I totally pulled out and cleaned the fuel bowl ..... replaced filter and air pressure cleaned out all jets hoses and oriffices ..... I put everything back together and still no start ... I'm getting about 45 PSI on the fuel regulator test port and so now I believe Igot maybe an electrical problem .... One thing Im a bit concerned about is the wiring harness that goes under the fuel bowl and has the connector for the IPR ...... sometime back I found this harness burned and fused together ....... and i cut out the burned wire and spliced in new wire ....... But I feel like the truck never ran properly since then ........ sometimes the injectors wouild run quietly and other times very noisy ..... I want to change this harness just for peace of mind even if its not the problem .......... does anyone have a part number for this harness??
Meanwhile still NO START !!! HEEEEEEEEEEEELLLLLLLLPPPPPPPPPP !!!!!!
