I just went through this same problem with a 90 Prelude. S3 light would flash and speedo wouldn't work. First thing is pull back the flap in the carpet on the passenger side, up by the top. Both computers are there. On mine the trans one is on the left, engine one on right. Turn key to start and look at sight glass on computer, count the flashes(you can get the codes for what the flashes mean off many diff honda sites). To clear code pull the clock/radio fuse out and wait 10 mins.
90% chance all that is wrong is the speed sensor is bad. Fairly easy part to replace, sits on the trans. I replaced mine and all is well again.
I would look at Majestic Honda site, they have online parts manual and prices. Got mine there and was very happy with the price
