Just purchase a 1989 F350, 4x4, w/ 460 engine, ZF 5 speed, Crew Cab ..... Is a beautiful truck, low miles.... but, need more horsepower, Torque, and of course.... much more fuel economy. What are the best, most productive modifications I can make that I would gain in these areas? I know, I need headers, and larger exhaust, and get probably a Banks intake system ( already have K and N filter)... but, short of rebuilding and changing internal engine, what can I add, or modify?

Have you put any thought into a computer chip? I don't know if they sell one for you, but you could check. Also, you could look into underdrive pulleys. How about a cold air intake kit? Maybe some better ignition parts. Lots of things you can do. Locate a local speed shop and see what they can tell you.

What's your MPG now? A 460 in a F250/F350 will be doing real good if it ever gets above 12 MPG.
