Just taking a shot here, Mil1ion, cuz I don't live in Wenatchee either. I'm a little SE of there. Could it be you are refering to "Dusty's In-and-Out"? Established in 1949.
I won't hazard a guess as to what may be at the Dollar Tree store in Wenatchee.

I purchased some Magazine envelopes 10 packages to be exact but find myself short still.
They each hold 12 magazines or one years worth.
They are Not available in Canada as I have searched extensively.
They come 2 to a pack and sell for a Buck.
They look like this with them expandable to an 1" at the bottom.
9" x 13" x 1"
I need 10 more packs for my magazine subscriptions.
Does anyone have a street shot of that hamburger place ?

Mike, There aren't any identifable markings on the wrapper.
Only a UPC code which isn't recognized in the Canadian system.
There are alternatives for this item here in Canada but I wanted them all the same

Kidding aside, the first 6 digits of the UPC identify the company that produced the product. The next numbers identify the item. http://www.howstuffworks.com/upc.htm
