how long since the injectors have been installed? how many miles has it been driven? Also is he looking at a scanner for pressure or using an actual guage?
Also tell you mechanic or you is you have the truck to unplug the ICP sensor and try to start the truck. if there is an improvement you need an ICP sensor. unplugging it will set a CEL.

Yeah, make sure you have driven enough miles on the new injectors to get all the air out of the oil and fuel system 30-50 depending on how the R&R was performed. Also, if the pump kept up with the old injectors, and the new ones are similar in demand, then it ought to keep up with those. Believe me, I have done/had done a lot of injector swapping in the last 2 weeks. It takes a while to get all the air out.
