It would be cheaper to tell the dealer you will buy the truck if they give you the wheels and tires you want. See how bad they want your business. There are plenty of Ford dealers you can buy a truck from.
My 08 F250 came with 18" wheels, or optional 20", and there was no offering of 17" wheels standard or optional. Check the Ford.com site, 'build your vehicle' section, and you will be able to see what's available on the 08's.
I think '05 and up are the only ones that fit properly due to the offset being different on the previous years for OEM rims. Have to be 17" or larger as well due to disc brake size in newer models.
The 05 and up wheels also have a different offset to accomodate the front coil spring suspension.
Wheels are very easy to change. If you don't like what the truck comes with any tire store will be happy to show you a wide variety of aftermarket rims and tires.

Here in the Houston area,,Hendry's Paint and Body in Channelview sell lots of new factory take of wheels, new take off beds, bumpers etc,,prices are more than fair in my opinion, check them out
