Saw pool of liquid

Zdravo everyone,
Yesterday I noticed a small pool of liquid at the front base of the carb. I should have smelt it but I didn't. The liquid was right under the bottom front shaft in the Carter 1 bbl. I have always had problems starting this truck in the mornings, after she warms up everything is 100%. Could the small pool of liquid be gas/water, and could this have anything to do with poor starts? I have checked everything and replaced it all. New thermo spring on choke, new choke tube, carb kit, vacume hoses, air filter, fuel filter, fuel pump, new intake, timing set, fuel mixture set, and float level set. I have replaced everthing and still have a hard time keeping her running during cold starts. Could this liquid be the problem? Could the bottom shaft be worn, expand after warm up and function properly? I'm at wits end with morning starts, and I have just about decided to put a reman carb on her. What do you guys think?

the floats might be either too high or too low or the choke might not be set right and it might be flooding
