Yes, Ford and every other manufacturer publishes dyno numbers from the flywheel. That's why I think that SVO's numbers are incredible (or erroneous) For the engine hang-off equipment (alt., wtr pump, power steering, fan, A/C etc.), the transmission, transfer case (if equipped), and axles to eat up ONLY 25hp is incredible. I want his driveline!!
The above mentioned stuff uses around 85-100hp. It's reasonable to assume that around 205-225hp gets to the rear wheels. I urge you to check out NoMO's and Wawii post under the thread entitled "Guess I'll go first..." by yours truly. They actually post their dyno's...Dem's da facts in ritin':7

I think the numbers Ford puts out are "net". Not sure about what all is installed, but I believe it at least includes the losses associated with the alternator.
Also, if the intake plenum is metal, it must be an "early" '01. I had an '00 F250 w/metal plenum, but my "late" '01 (aka 2001.5) is plastic.

I bet we are talking about the two different "intakes". :-) The UPPER plenum is metal- with runners out to each intake valve. The lower one is "plastic". Before '01 (at least with my '00 F250) the lower plenum was also metal. I think that's what V10man was talking about.
Check your engine and see if it's the same. My '01 was also built in Mexico (2/01).

[updated:LAST EDITED ON 15-Dec-01 AT 01:19 PM (EST)]I'm not sure about the Excursions. The trucks are assembled in one of two places- Kentucky or Mexico. You can tell which plant by the VIN. 1FTxxxxxxx indicates a KY truck and 3FTxxxxxxx indicates a "Mexican" truck. Also, I think the placard on the door jamb tells where the vehicle was put together.
You probably already know this, but...
All of the gas engines are built in Windsor, Ontario Canada.
On EDIT:
OOOPS! I can see how my previous engine/truck-build statements could be confusing. Hopefully, the above will clarify what I was talking about. :-)
