Vern that is true for the most part. Suspension design also plays a part. In the 80's Ford designed their suspension for good turning on the long wheelbase trucks which also was put on the smaller trucks. Those Bronco's can turn pretty sharp.
Back to the topic the 90-96 Dakota came in 130.9, 123.9, 111.9 wheelbases. Maybe Tim's was the long wheelbase version?

Certainly the turning radius is dependednt on wheel base but the suspension I would think also plays a major part. As an example, my neighbors extended cab F150 will turn circles around the Dakota. I haven't researched but I would think the wheel bases would be comparable.
And yes, the Dakota must be the 131" model. Club cab with 6.5 foot bed.
