What do these fuse do? 1999 F350 7.3

What do fuse 15 inside the truck and fuse 29 outside do? I think these maybe my problem but without a manual I have no clue. Thanks.

29 is my Radio, does it make sense that this would draw enough current to drain the batts? And 5 is the gem unit, i was told that this would draw a minimal amount of power, is this correct? Thanks for the help.

DNJSDAD,

Any circuit that has a short to ground will drain the battery when the vehicle is parked. The insulation on a wire could have worn throuh at some location and now the wire is grounding to the frame or body of the truck. You need to get a test light and check for a short, this can be a tedious process.

A quick test to see if you have a short to ground, with the vehicle off and all lights and accessory switched off, is to disconnect the negative battery terminal and connect a non-powered test light between the negative battery terminal and the negative battery cable. If the test light glows, you have a short to ground somewhere.

The thing is if it's shorting out after the fuse it should be blowing the fuse not draining the battery.

Not necessarily, if the power drain is lower than the fuse rating it does not always blow the fuse. But without him giving us a little more information i don't really know what he is trying to do. I thought i wanted to know what circuit those particular fuses controlled. Know he comes back and says his batteries are draining down. So without more information it is hard for us to help him further.
